Introduction
Construction Framework South West has been established to provide a highly
efficient and effective building procurement vehicle capable of undertaking
a large volume of public construction in the South
West Region.
The Framework is part of the family of regional public sector construction
frameworks operating under the banner of the National Improvement and Efficiency
Partnership (NIEP) and went live in August 2009.
Construction Framework South West makes available a range of construction
contractors who have been selected following an extensive European Union
regulated procurement exercise. Framework contractors have been evaluated
both on quality and pricing information and have been measured on the quality
of their proposals to work with clients to deliver a range of projects in
a collaborative manner, with an emphasis on value and predictability of
cost, time and quality.
The Framework operates along similar lines to the highly successful “IESE”
Construction framework hosted by Hampshire County Council for the South
East region, which is widely recognised as the most effective Construction
Framework in the UK. CFSW was shortlisted for Best Cross Functional Teamwork
in the CIPS Awards 2011.
The benefits to users of the framework are numerous, and in summary include:-
- Significant savings in procurement costs
- Early contractor engagement facilitating far greater value engineering
- More timely and efficient programme delivery
- Reduced overall construction cost
- Greater predictability of outcomes
A well supported regional construction framework not only benefits the
individual users but also the region and the economy throughout the South
West.
